September 9, 2025 LAI Baltimore and ULI Baltimore hosted a joint from 3:30 p.m. – 6:30 p.m. at University Of Baltimore Learning Commons 1415 Maryland Avenue First Floor Baltimore, MD 21201 with a presentation focused on ideas for reducing regulatory impediments to the creation of new housing supply with Casey Anderson, Rodgers Consulting and Tom Coale, Partner, Perry, White, Ross, & Jacobson, LLC

Bios

Tom Coale, Partner, Perry, White, Ross, & Jacobson, LLC, a prominent zoning attorney and lobbyist for housing creation in Maryland, has authored a white paper titled “How to Streamline Housing Permitting in Maryland”.

Casey Anderson from Rodgers Consulting, a leading civil engineering and land planning firm, has more than a decade of service on the Montgomery County Planning Board and Maryland-National Capital Park and Planning Commission.
Together, Tom and Casey reviewed and expounded upon ideas detailed within the paper and broader trends in land development, for reducing the regulatory impediments to the creation of new housing within our State.
