Jamie Torres-Springer Discussed Strengthening The New York Region Through Transit Investment

On Tuesday, February 10, 2026, we had the honor of hosting Jamie Torres-Springer, President of MTA Construction & Development for a standing room only event.  Jamie provided an overview of the MTA’s $68 billion capital plan, offering members and guests a fascinating insider’s perspective on the scope and ambition of the agency’s current program.

Jamie highlighted the MTA’s efforts to increase accessibility at subway stations, improve underground pedestrian circulation, and expand the transit system.  Major initiatives discussed included the Second Avenue Subway extension, the Interborough Express (IBX), and Penn Station Access for Metro North trains.  Jamie also described the agency’s use of design-build contracting to reduce costs, minimize risk, and limit mid-project redesigns.  In addition, he emphasized the MTA’s commitment to Transit-Oriented Development (TOD), noting its partnerships with private developers to create new housing along commuter rail lines and transit hubs.

The Q&A session was lively and wide-ranging.  LAI members and guests asked about the potential for value capture strategies to help finance new projects, the key engineering challenges facing the IBX, and opportunities to expand the MTA’s public art program.
