Les and Tony will address the potential impact of changing the analysis of traffic impacts for CEQA purposes from the normal congestion standard to a vehicle miles standard which the state has mandated as a means of GHG reduction. If implemented as proposed, it will potentially severely limit greenfield development and try and force new development into existing urban centers.
