Unintended Consequences of the Mansion Tax – Measure ULA and the Path Forward

Join us for an evening of networking with like-minded business professions. Appetizers, wine and other beverages will be served. Networking will be followed by a presentation by Mott Smith of Amped Kitchens on the impacts of the LA Mansion Tax, and the likelihood of revising or repealing the tax.

The Los Angeles Mansion Tax, formally Measure ULA, imposes a 4% to 5.5% transfer tax on high-value property sales over $5 million to fund affordable housing and homelessness prevention, having taken effect in April 2023. Since implementation, it has caused a steep decline in high-end real estate transactions, with sales of affected properties dropping by 30-50% or more, slowing the overall market and impacting multifamily and commercial sectors. Additional unintended consequences include: Reduced housing construction, lower tax revenues for schools and city services, and broader economic harm to Los Angeles communities.
