A Barrier to Affordability:
How Current Property Tax Policies Impact Land Development in the Memphis Medical District

This project, funded in part by the Land Economics Foundation (LEF), involves a comprehensive examination of academic and trade literature related to property tax, land assembly, and vacant or underutilized land, focusing on their connection to urban redevelopment. Additionally, the project includes empirical analysis of redevelopment data to investigate the real-world obstacles to urban infill redevelopment in Memphis. These obstacles include vacant land assembly, regulatory policies, stakeholder conflicts, and political constraints.

Velma Zahirovic-Herbert

Professor and Martha and Robert Fogelman Family Chair in Sustainable Real Estate, University of Memphis

Velma Zahirovic-Herbert is the Martha and Robert Fogelman Family Chair in Sustainable Real Estate and Professor of Real Estate at the University of Memphis. Her current research focuses on housing markets, neighborhood change and growth, and the applications of consumer behavior theories to real estate brokerage. She has published extensively in both real estate and urban economics journals on these and similar topics. She is a managing editor of the Journal of Housing Research and the editorial board member of the Journal of Real Estate Finance and Economics and the Journal of European Real Estate Research. Velma is an active American Real Estate Society member and president of the International Real Estate Society.
