Long-standing structures and systems of racial bias and inequities have long contributed to the widening wealth gap for Black and other minority families. To ensure fair property valuation practices across the state, the Task Force on Property Appraisal and Valuation Equity was formed under the guidance of the Maryland General Assembly. The Task Force's work offers a comprehensive path to correct long-standing systemic inequities and create a more equitable system to ensure minority-owned properties are fairly valued.

Jacqulyn Priestly is the Principal of Oak Hill Strategies, a full-service public relations, public affairs and marketing firm. With over 20 years of professional experience, she is a trusted and outcome-driven communications strategist who advises federal and state governments, corporations, nonprofits, trade groups, professional societies and coalitions. In addition to leading Oak Hill Strategies, Jacqulyn also strives to foster positive and productive change through her social justice and advocacy work. She helps address inequities related to fair housing; wealth; proactive policing strategies and the roles of gender and race in law enforcement.
 
In 2023, Jacqulyn was selected to chair the Maryland Task Force on Property Appraisal and Valuation Equity, an advisory group formed in response to national attention around appraisal bias in residential housing. She is also a co-founder of the Fair and Unbiased Appraisal Advocates, a grassroots organization she helped form in 2021 that educates consumers and advocates for policy solutions. In 2022, she was invited to speak at the White House as the Biden-Harris Administration launched a federal initiative to address appraisal bias.
 
Jacqulyn, her husband and their three boys are proud residents of Bowie. She is a graduate of Howard University, where she earned a Bachelor of Arts degree in journalism with a concentration in public relations.
