A Tale of Two Cities: Vancouver and Coquitlam.
Josh White, RPP, MCIP joined the City of Vancouver in May of 2024 leaving his previous role as Director of City and Regional Planning and co-Chief Planner at the City of Calgary where he stewarded the adoption of a new housing strategy alongside the creation of a simpler and more effective set of planning policy and regulation. During a period of extraordinary growth for the City he also led the transformation of the development approvals system, resulting in improved planning outcomes, benchmarking Calgary amongst the most efficient jurisdictions in Canada.
Andrew Merrill, RPP, MCIP took over the role of General Manager Planning & Development for the City of Coquitlam in 2023. He has a MA in Planning with a concentration in Urban Design from UBC. Prior to joining Coquitlam Andrew was a Planner in the City of Grande Prairie. Prior to taking over as General Manager, he held a number of key posts within Coquitlam’s planning department: planner analyst, community planner, major project planner and manager of community planning. Within those roles, he led new development and housing during rapid change in the city, including neighbourhood planning, policy development, housing affordability, urban design and community social development.
